If there is a recession and all companies stop hiring, with no new positions to apply to, your not going to leave and the only choice Intel will have is VSP to implement HC reductions
Why pay people to leave when the condition of the Titanic is so near sinking and the leadership such an embarrassment ?
Have no fear the great layoff is coming. You can’t hire like they have the last two years and support that HC and the CEOs salary and the implosions in revenue and GM.
HR figured out that they do not have to give VSP. Folks are leaving on their own. What's left behind will wither away over time.
