The company is hiring people from the outside, that’s a fact. However, me and my two teammates that are applying for other roles within the company keep being rejected. Is there some sort of embargo in place for hiring people from other parts of the company?

Some legal support staff functions are/will be outsourced. Any support staff needed are being sourced through India and to a lesser extent Ireland. The legal work is still there. Lots of openings and movement for staff attorneys.
Job boards for Legal show attorney hiring but no staff hiring. None. Supports the statement that staff replacements will not be in US. As for attorneys, it's likely that the job postings are for replacements given the revolving door nature of staff counsel these days. As soon as the pending goes down, the attorney hires will be let go.
Staff attorneys are being hired in NY. Check the job boards.
Freezes are in place for Legal. Basically no more American hires for staff who leave. We were told a couple months ago any replacements would be outsourced to non-Americans from, if necessary. They’re also reducing total number of attorneys and staff, so not all who leave will even be replaced through outsourcing.

Hiring freezes announced at any time. New hire classes the were hired already and set to start in August already have had their offers rescinded and those new hire classes canceled.
What positions are you applying for and do you have the actual experience to perform on that role ?

No freeze. You're just not that good
It could be a couple reasons. One your dept maybe shorthanded and leadership isn't allowing anyone to leave that dept. Or you don't fall into the diverse category they are looking for. And finally your resume doesn't have the right words in it to get past HR's computer software.
