No.
I've worked at Intel for 20 years. Between 2002 and 2021 my largest increase in base pay was 6% and that came with a promotion. The rest were right around 3% and there was another promotion in there. Both promotions were during bad years for Intel. In 2022, I was surprised when I got both a 25% increase in base pay and 4x the RSUs. Was that due to years of being undercompensated, or the labor shortage of 2021/2022, or both? I am at least happy that I finally got a decent raise before Intel fell into yet another earnings slump.

I am not one to chase money. The work environment means a lot to me and I really like my team and immediate management.
Would more money be nice - sure. But the money is not worth the ulcer. I should note, I have been at Intel for 5 years out of 35 in various hw engineering positions.
If you do inferior job, they keep you on the payroll. If you do outstanding job, they give you big RSU package that when vested is mediocre. Can't win.
RSU dead money.
Left a few years ago. Got a 20% raise, plus the new current stock is worth WAY more than Intel's RSUs.
