It’s sad that we worry every day about losing our jobs, the mental health of so many people at Centene due to the lack of transparency is troubling. The saying “ tomorrow is never promised “ should be Centenes moto. In order for them to really be successful and last in this business, is to start caring about the Employees and there well-being and it will show externally.

The penalty for not issuing a WARN notice 60 days in advance in most states is 60 days of back pay and benefits, per federal law. So if severance of 60+ days is provided to those laid off, they've effectively paid the penalty. That's why it's unlikely Centene will issue any notices (which would create internal chaos and bad PR). I've heard company policy is something like one month's severance for every two years of service, so unless layoffs target only newer employees, I doubt you'll find one issued anywhere.
All jobs have uncertainty to some degree. Most states are also "at will" so anyone can be let go at any time with or without reason. I can assure you not all departments operate in this manner. Have you considered moving to another department/role? I would also encourage you to be transparent with you manager that lack of communication is causing low morale. If they are a decent manager they should be receptive.
