Offer Evaluation

Got an offer I am not sure I need to negotiate or just turn down and walk away.
I expect it to be at least grade 8 or 9 based on my experience and perfect interview feedback.
Advice needed.

YOE: 10
Area: Software (CPU simulation, firmware, OS)
Grade 7
Base: 175K
APB: 2% (assume 3X, so is 6% total)
QPB: Assume 6%
Sign-On: 15K
Long-Term Restricted Cash: 45K (vest in 3 years, wonders why I am not offered restricted stock)
Location: Austin TX

Most people get a grade increase from 7 to 8 in 5 years, so I think you should get grade 8 at minimum. If you are in the high end pay range of your grade you will not be able to get any raises going forward until you move up in grade

You could demand more based on Department of Labor published H1B data. H1B data is uploaded to DOL site https://www.dol.gov/agencies/eta/foreign-labor/performance . According to 2021 Q4 LCA quarterly report, Intel has sponsored a few Foreign Nationals on H1B at $196,550 base in Texas for Software Engineering. You could review the data with HR and ask them to explain why they sponsor Foreign Nationals at a higher pay rate.

Well, 175K base for G7 in Austin is not bad. However, it seems to me they are low-balling you on grade if you really have 10 years relevant experience. Should be G8 at least. Anyways, if you live in Austin or are planning to relo there, I'd suggest to apply at AMD instead. Intel's future is indeed dire, so your career growth prospects there are low.
