When there is a reduction in staff due to layoffs is it common for managers to be told they are safe, but when the time comes they are actually included in the layoff as well? I can assume upper management can't advise managers they are getting laid off, but if a high percentage of their team is getting let go is it safe to say managers will also be let go?

Managers at the VP officer level are usually retained. Watch for senior leaders being moved to consultant roles or special projects a few months before layoffs. Either they get a heads up or are in a better position to identify trends and make career decisions earlier. First couple layers of mgmt are usually also on the chopping block.

2 of my managers were cut. One from when I first started at WF, then my current manager. Both in home lending.
None of my team was cut; we were separated and absorbed into other teams. For now 🙄
When our team of 15 got let go our direct manager got let go right along with us. She found out about the layoff 10 minutes before the rest of us.
Two of my managers have been laid off. None of their staff. We were picked up and all moved under someone else to do the same job.
It seems that every time there is a deep layoff, a manager gets cut too. I actually can't think of a deep layoof time that that did not occur. What the manager was told or not told , of course, I would not know.
There have been many cases of managers cut and their team consolidated with another.
I know of one case where everyone under a Manager +1 was let go at once. That included all the worker bees, their direct reporting managers and the +1 manager that oversaw them.
When our area announced layoffs managers were not immune. Nobody thought they were safe, regardless of what anyone said.
No one is safe. Managers included.
I have heard of entire teams being laid off including the manager. The manager never saw it coming.
