Why does the union not go after Lumen about the 20% cap on contracted work

In the area I work, Portland Metro, we have as many contractors in the I&R load everyday as Qwest bargained employees, and this has been going on for several years, getting worse as more and more network techs bail out.

According to the 2012 letter of agreement, "Specific to the Business and Consumer field and central office demand work associated with consumer, small business and design services field installation
and repair work and central office functions, which are performed by Network
Technicians/Broadband Technicians, Premise Technicians, Customer Data
Technicians and Central Office Technicians, the Company agrees that no more
than twenty percent (20%) of this work will be contracted out during the term of
this Agreement. The parties also agree that exceptions for one-time special
projects and initiatives and short-term introductory market launches (e.g., Prism
introductions) may temporarily increase the amount of contracting of this work
and exceed the established level identified above. "

It appears this agreement is not being honored. Why isn't CWA bringing suit against Lumen over this?

Lol…this is the u ion leadership you voted in….live with it! Just like when you bi--h about a contract the majority vote to accept. Just keep giving them your union dues.

Official response- “We’re working on it, right after hazard pay and getting members the 5 other Company Holidays the rest get to enjoy”…

The simple answer is they could care less about there members. They get paid either way.

To simply put it….
The union does not care about you, only your dues.

Because the union does not care about us just our dues. now they are getting the contractors to sign up and pay dues, they are a business just like any other...

My department was being eliminated all of us had 20+ years except for 1, the union president with 12 years at the time. no open positions for any of us, well there was for 1 person the one with 12 years... can you say backdoor deal.

Filing with Union goes no where.
CWA understands the consumer services via copper is dead. Quantum will be the only services supported by both Lumen and CWA.

Exactly the same problem in Phoenix for years but our local never put an end to it and just let them get away with it. They would get played by management on particular verbiage in the contract so the Union made every excuse in the book on why they couldn’t prove or do anything about it even though they had access to the contractors work schedules, routes and what job types they were working. They even gave away cut cables on top of all the I&R work. Now Lumen has the enhanced Prem tech title (thanks again Union) so sadly more net techs will be on their way out.
