I’m new to Chevron and haven’t received any promotion so far. I hope that will happen soon. What's confusing is that some people tell me that it is very difficult to get a promotion here, while others say that it is not so and that it is easy to get promoted if a person really puts in the effort. What interests me the most is how often are promotions given on average.

Ask your sponsor to show you a plot of PSG vs years of experience and see where you sit. All promos are quantitative these days.
I don't know what the average is, but I had 3 promotions in almost 15 years with ITC (PSG 20-23), and I was a consistent 1 and 2+ performer; then I was laid off in 2021.
Depends on who you know and if anyone is pulling for you. I know people getting 3 promotions in 2 years and folks getting stuck for 10 years. There is no progression based on competency unless you are PSG 17/18/19. There are a lot of stupid factors go into promotion considerations. Such as if you are from U&G or DSC, what others (who are not part of your work performance) perceives of you, etc. Oh and accent plays a big part in it.
Every 2-3 years if performance is good.
