I've found working at different oil companies that things seem disorganized, understaffed and a lot of politics go on. Is this common in the oil industry and those who have worked out of the industry is the grass greener on the other side?

Complicated answer, some of this is self-inflicted, some due to Covid and Green. Chevron is in a state of transition (a real one, not the manufactured consultant type), and hasn't yet figured out what it wants to look like in the reduced fossil fuel world. Unfortunately, most of the executive management appears to think they can continue as a fossil fuel company while throwing a few dollars at green to distract the environmentalists (Cow manure? Really?). Chevron also got hit with Covid and 2 years out of the office right in the middle of a complicated transformation. We're all still trying to figure out what the 'transformed' Chevron is supposed to look like. To compound these problems, SR then decided to get rid of all the boomers without any regard to the experience level of the remaining staff. Also many of the new management were diversity placements, not merit placements.
OP, what you mention is the hallmark of a company without a rallying strategy, one where in-fighting and turf-building are systemic, where battling for your paycheck outweighs the common good of the company. Welcome to MW's Chevron.
Pretty much every large company, regardless of industry, operates this way.
It would be interesting to see if people who have worked outside the oil industry have had any different experiences. To answer the question in my experience in oil and gas everything is in a mad rush and that leads to the disorganization and issues. They need it done yesterday!! They have all laid off like crazy and can't get any new workers so that leads to the massive understaffing we have now. Its a rough place to be right now.
