He really messed things up. You have a severely understaffed claims department where employees are fleeing faster than you can imagine. You have rising prices (always a consumer favorite). You have a useless QA team that nobody really understands why or how they have jobs, and on top of that you have a culture that is in the toilet.
when GS first came on board, one of the first things he did was do a personal "assessment" of the various claim jobs (I think he went to two claim offices in the East coast). He decided that there were "too many people doing the same things". That was the beginning of the end
