That is not what state investigative agencies are saying around the country….
Allstate is being investigated in quite a few states for their pricing strategy of gouging the long term customers who have shown loyalty so they can give a lower price to worse risk so retention looks better…

It took a while for Enron to get caught and executives to go to prison.
