Got Meet Criteria on my Performance Appraisal yet no pay for 2 years on a row. Told I am at the top of the scale. My only option at this point is to get out of there.

Why do people think they are going to get a 7% increase? We live in the world of 2% increases. If companies wanted you to stay, they woud give you a bigger annual increase. Just go to the next place that offers you more money. Stay for and go to the next place that will offer you more money.
Unfortunately, most I know got a 2% increase which we all sucked up and have essentially taken pay cuts this year due to inflation.
If you didn’t get at least a 7% raise / merit increase to keep up with inflation, you are losing money. You are essentially taking a pay cut to stay.
