TT used to mention that salaried employees would earn a 3% raise once every 3 years, but I haven’t heard that in a long time from him. Has this actually happened to anyone? When would it appear in my paycheck if it does happen?

One of the many reasons I left. Every three years is a joke. The increase in healthcare plans each year eats up that 3% really quick.
Yes that is true .. I left the company because of it.
Who knows. HR is as unpredictable as TT is predictable for siphoning money from the company into his and his pals pockets.
Had one like this happen in 2020, roughly 3 years after my last raise. It does happen.
We gave your raise to LL on his way out the door. The golden parachutes will be financed so that TT & the boys will still look good on the books for their bonuses.
'We were also financially solvent.
We did a reverse stock split to strengthen the companies assets
We pivoted to become a software powerhouse and lead the industry
Where does the BS end?'
Stop complaining - you can start your own telecom company and make a ton of money doing the same thing. It is what Corporate America does best - make tons of money while shafting their employees.

You can move to another company that pays better and in 3 years you will have better than a 'a 3% raise once every 3 years'.
When will it 'appear' in your paycheck?
Yeah, sing with me, sing for the year
Sing for the laughter, and sing for the tear
Sing it with me, if it's just for today
Maybe tomorrow, the good Lord will take you away
Dream on
Dream on
Dream on
Dream until the dream come true.....
You get the gist?
TT is keeping your raise. He has to put gas in the lawnmower and go to the Alps.
