I was promised a promotion two years ago and I'm still waiting for it to become a reality. Whenever I ask about it, my manager has some story on why it can't happen then and there but it will soon. I'm getting tired of it. Why promise me something and then go back on it? To keep me in line? I'm getting ready to walk out without giving a two weeks' notice. I can deal with not being promoted but I can't with being lied to.

Same here. My replacement... Two people to do my job. Lmao. And they have no skills or even any experience. One was given a fifty percent pay raise too. This is not a good company. All lies all the time.
I had a coworker who was promised she would be a supervisor for years and believed it. The manager told coworker that lie so coworker would do the manager's work. The department had 8 employees total and did not need either a manager or supervisor; although, the manager job was a state contract mandated position. Coworker was transferred to another department but still thinks her day is coming. The department is down to 4 employees through attrition and loss of business, counting the manager, and will be combined or abolished any day.
Definitely leave as soon as you possibly can. Promote yourself to the position you deserve and have already been doing by going elsewhere. And don’t take a “promotion” if they offer it after you give notice/leave — too little too late + you’ll be marked as someone who is not loyal/ongoing flight risk and you’ll be laid off/treated poorly anyway. After I took a role at Centene I found out I had replaced two people and one of them had a title (+ salary) higher than mine even though they had significantly less experience. When I brought up that I was doing the job of multiple people and had actually taken over two roles (one of which was higher than mine) they looked me in the eye and tried to tell me that I wasn’t as qualified as that person who had been doing one job (which was objectively false) and so it was okay to pay/rank me lower and give me that job plus another. Side note, the person who I was supposedly not as qualified as got fired for doing their job incorrectly. It almost makes me laugh that they tried to make me believe my skills were less valuable and they were doing me a favor by allowing me to work two jobs for the price of one (now that I’m out of that ridiculous situation). I got the higher level job I was already doing by going elsewhere. I listed my centene title on my resume but in parentheses explained that I did the higher level role plus another). The company couldn’t believe all the things I was being asked to do while being kept in a lower role. You can find a company (almost any) that has a little more integrity than this one. Agreed! Especially in Maitland FL. Management.....all lies...lies. and more lies.. They're despicable as well as HR.
You can't believe anything they say to you. If you give your notice, it will 'suddenly' be imminent. Time to go elsewhere.
