Talent and skills used to be very important. Now it’s like those things are at the bottom of the list of priorities they look at when hiring new employees? I have a feeling that everything is more important than actual skills and talent.

OP, your observation became evident starting with the person put in charge in 2005 and continuing to this point in time. In just one or two generations we became incapable of distinguishing between talent and a flawed perception.

There are many other boxes to check now that have priority over talent, skills and experience.
