For the person below commenting that this is at max a month's job. You are wrong. What about all the other time and effort needed to cut M1's steak. I think for a person/role that is so critical to exec wallets, M1 most likely knows exactly who she is and what she will do all year.

This absolutely smacks of an internal promotion or creation that has already got a person lined up for. Just advertising to cover their backsides against law suits.
Can't just be me that thinks there needs to be a full time, permanent, employee solely focussed on 'Executive Compensation' is a little, I don't know, bonkers?
Wouldn't you just create a policy and then tweak it every now and then as needed? So maybe, let's be generous, a month to set it up and then a couple of weeks every year to review it?
What would this person do for the rest of the year?
M1 would probably engage McKinsey to consult on this, possibly an external company who specialise in this would be a better bet - could even be seen as the policy being set by an independent third party (no laughing at the back there for people who think management consulting companies give you the answer you want to get in exchange for the money!).
