Intel can’t afford this, spending like a drunken sailor on big honking fabs that will be filled with low yielding and inferior and expensive technology.
Add hiring more second rate talent at sky high premiums.

I am Gr 6 working on software tooling. Will this change my salary and/or bump me into next grade level? What % increase can I expect, if at all?

Exactly, the pockets of useless managers and their pet employees: bloviators, talkers. power-point pushers, snake-oil salesmen, and credit-takers from the real workers.
This will probably fatten some paychecks. It's less clear how it will affect the company's direction.
I got a raise from this actually, I can tell you though that in reality, this pay boost is just to match CPI inflation (which is a garbage measurement since they excluded several factors for measurement ex. housing).
Compared to google and other tech companies, who haven't given raises to match inflation yet Intel for once is ahead of the game. That being said I don't see how it solves Intel's problems when they still pay dogshit since they can get any desperate and cheap H1B slave to work for them
