I worked in Seagate for 20+ .
And when I left .. with about 12+ offers in hand.. I realized that it's the lowest paying company in the tech world. My lowest on the 12+ offers was 15% more than what I got in Seagate.
Seagate offers stability (you can do no work and play the game right) but zero be growth. It's UpTo you too decide what you want

Techs sometimes refuse to be promoted to become engineer as not paid overtime.
(less money). So your situation not so bad.

Maybe you are maxed out in pay at your current level and your manager wants you to continue to get raises in the future.

Seagate still has a 1st rate internal propaganda operation that is best in class. You have to admit they are experts and top of the industry at that.

As if Seagate mgmt couldn't make surprise me any further.......

That sort of cr-p won't fly as they try to hire replacements for those getting tired and quitting. I'm surprised HR would sign off on something like this. But I guess HR is stripped down to nothing and outsourced anyway.

I assume this is another move by Ravi in the long crusade to turn Seagate into a third tier tech company.

As a reminder inflation is at 7%. Any raise less than that is you falling further into the abyss.
