I heard Belk has their own associates do inventory. Does anyone know why that is? Cheap labor, or are they afraid if they hire an outside company, they can’t “cook the books” ? Anyone have any ideas?

Acceptable shrinkage is not based on dollar amount, rather percentage relevant to overall volume.
Store manager and assistant have a limited ability to "cook the books" as they reconcile the inventory numbers before the Monday deadlines. Our Florence store fudged numbers all the time, but some shrink cannot be hidden.
That said, the counts can be and are monitored live remotely and can be archived before and after the adjustments. Stores are expected to have -$20k shrink. The inventory numbers for 2019 were somewhere in the vicinity of $200k in loss, mainly in cosmetics, mens' and shoes deptartments. C'est la guerre!
