The answer is very simple: it doesn't go in Xerox's favor to be paying for packages, and they have already created such a bad work environment that even those who were most loyal and optimistic are leaving in the masses.
My advice is that no one wastes time waiting for layoff and severance pay, because everyone I know intends to resign very soon. I don’t believe there will be any need for layoffs for a long time.
