This is an ethics issue if they are doing as you say then report them. they can investigate themselves and any anyone else participating in the sharing of protected information. Think of it like this, if they are sharing that information what else are they leaking and to whom are they leaking it to.
These HR types are the most despicable species on earth. Whenever you talk to them their first and foremost thought is how can I protect the company from any abuses that the employee is reporting.
Go to the police or court.
Never go to HR. In some countries Intel HR treats people according to their country of origin.
