People wanted to work at Seagate. Working here meant good pay and good benefits with a chance to progress. All of that has changed, so hiring anybody with any other options is impossible today. The only ones who are applying are people fresh out of school and those who were turned down everywhere else. How the mighty have fallen.

When?
Oracle, IBM, and Seagate. The stench of old tech with the exception that Oracle and IBM are making big changes to try to be relevant. Seagate chooses to do nothing and will go down spinning rust. Long live HDD!
Unless you are the HR contractor filtering out applicants you don’t know. You may only see what HR gives you. Do they filter out qualified people based on age and race so you never see the resume?
