C&CS is pathetic. Most FLMs/SLMs are drifters from other divisions and were useless much earlier. With no ground knowledge they get to make all decisions in C&CS.
No surprise products are subpar, hardly anyone good wants to join/stay there. Well established ecosystem of layered-managerial sponges. Jump out or be drowned.

What was the last major software product IBM created that wasn't based on an acquisition or rebundling/renaming an existing product? Websphere in 1998? But even that was an offshoot from Domino. So maybe MQ in 1993?
Ibm isn't a tech company or even a consulting company anymore. They're not spending any money on developers or sellers, the execs are milking whatever is left and there is no strategy.
Small companies which are being bought aren't for long term impact but to make up quarterly revenues.
Most people with manager title are like you described at ibm, they're just drifting through job, working 10 hr/week and doing some side business.
