Google will definitely not buy the systems (power) business because all the important people have left. Even with power9 they couldn't get them to buy any more machines than provided in initial deal.

Actually you are looking at it 180 degrees out of phase. IBM has already spun GBS off to “new IBM” Look at what remains GBS (IBM consulting), SW (IBM acquisitions ), and Infrastructure (everything else legacy). So why would IBM spin GBS off when it can just nuke off the much smaller part “Infrastructure” IBM HW is still quite industry leading and someone will want it especially if IBM commits to a 10 year contract and splits the development costs with the entity who buys it.
GBS, which is now IBM Consulting, will be next to be spun off or sold. Then IBM will continue to spin everything off like another old dinosaur, Sears, until there is nothing left, all while continuing to buy 20 small companies a year so they can show "revenue".
