Yes. ATT puts copper in minority neighborhoods and fiber in majority neighborhoods due to the higher earning power. Seriously, they want an average of several hundred per month per household. Poor neighborhoods came afford this, so they get cheaper infrastructure. 6uild 6ack 6etter was a huge lie to mostly benefit the majority at the minority's expense.
Some subs we don’t place anything. Cheaper that way. No cable installation costs.
