I’m not so sure about that. First there’s a huge gap in the job market spanning all sectors:

This being more so for the tech roles. As such, many people have left Citi to go to work for other companies for one reason or another but from what I’ve seen mainly is either for more money, permanent work from home and or both. So Citi has these vacant positions they can’t fill for the amount of money they are offering. I’m not so sure they can afford to lay off people right now.
First they have to corral everybody at the work place. The docile ones are the first to go.
