An AMD/NVIDIA supercomputer announced in 2021 will be delivered before an Intel supercomputer announced in 2015 and originally scheduled for delivery in 2018.

Not sure about the contract with DoE/Argonne, but most likely, if you delay or even fail delivering on time what you promised, you need to pay a penalty. In addition, the 20% price hike by TSMC will further reduce A21 profit. In the end, Intel may earn $0 or probably lose money from A21.
PVC is, and always has been, a dumpster fire. A21 was A19 and will most likely be A23.

PVC is delayed, Sapphire Rapids is delayed, A21 is delayed. Intel isn't going to be the first one to build exascale machine. The list goes on.
