There was an internal document sent to all TA a few weeks ago talking about diversity recruiting, in addition to that a Hiring Manager has to justify hiring specific individuals now, what doesn't require a justification? if you are hiring a diverse candidate who is in the same band as the role they are applying for. To sum it up if you are a non diverse candidate who is trying to move up one or more bands you can kiss that position goodbye.

I have emails clearly stating diverse candidates are prefered. Like "diverse candidates are preferred to apply" Take it for whatever it may be worth.

I just hired new people on my team including bonus level and did not have to make any justification. This claim is bogus

ATSV India FTE employees are folded into Allstate North America so red face Tom and Liberty Mutual destroyer Glen can count those hires towards their bonus. Cheaper labor and tons of minority hires will make them richer. Follow the money….

Would someone having knowledge please explain how this applies to technology (ATSV)? Since a very significant portion of employees and contractors in this department is sourced by India, how does “diverse” talent acquisition apply?

There’s a little truth in each comment and to expand on the OP. YES several weeks ago there was communication regarding “diverse” hiring. Allstate is using the word diverse but isn’t looking to consider the pool that makes it up i.e. Veterans, LGBTQ etc. Tom and the Gang are now bonused on minority hires hence this push. YES white males need not apply and the most qualified candidate will NOT be chosen. Legal and TA say the right and legal things but Tommy WILL get that bonus. The hiring goal is 600 within the next 12 months.

OP can you speak in English and not code words like “non-diverse?”

What you mean is, this is an intentional campaign to target whites people.

Non-diverse = white people
Diverse = all other races, other than white

Not true. The document explained priority would be given to people in their role for over 1 year.

They can't fill seats and too many people jumping job to job every 3 months

They are woke. It will get them nowhere. This is their downward spiral. This company is a ship of fools. Apply elsewhere and jump ship as soon as you get another job. Unless you’re friends with those at the top, you won’t have any opportunities unless you are in a certain group that is trending right now.
