AMD just design chips, AMD on 7nm and soon 5nm, Intel stuck on poor yielding 10nm after spending billions on fabs.
AMD has no fab development or capital cost. I’d say Pat and Intel have a huge cost and competitive problem here.

Pat will be Intel’s last CEO, the death plunge has already begun.
Pat will play the 'Buy American' card EXCEPT when it comes to employees. Then it's aggressive use of H1-B visa holders to keep the costs down and his wallet full.
Pat's plan is to suckle at the 7eat of the gov't to goose the intel stock price so that his contract pays him very handsomely.
He has no real plan to increase reliability, quality or brand.
I predict the stock price will stagnate, and Pat will play the 'Buy American' card as many times as he can.
It's already started with the 'new fab in arizona' plan.
Odd that one thing needed for a state-of-the-art fab is abundant water.

But, at the end of it all, Pat will have a lot more money regardless how the stock price behaves
