Too-big-to-fail is a front-line philosophy, and you are correct that is the position the government will take. But the private Enterprise of commercial airline industry and not wanting to buy their products will eventually bring them down. The too-big-to-fail will only apply to what the government can control and that will be the military side of things. They will continue to funnel money in Boeing and allow substandard and dangerous product for military personnel. But at some point these government subsidies will not be enough for this company.
Crestview sucks, but I'd rather be there than Boeing. Boeing is ten times worse.
