When you leave WF, do they pay out for unused PTO?

Accrued and carryover only.
Only what you have accrued. What is in time tracker isn’t accurate — it represents an annual allotment, not a live accrual. If you’ve taken more than you accrued and you leave they send you a bill. Happened to a colleague of mine. Wells Fargo sends you a bill to pay them back for your PTO.
Yes, you get paid for accrued PTO...not PTO you would have accrued in the future if you were still with the company.
You will but is typically prorated based on when you leave because "technically" you only get X time per pay period. I think by end of October you've earned it all. The employee handbook probably has the specific breakdown. But, if you use more than you've earned, they will deduct it from your final paycheck.
Yes, except personal holidays and flex holidays I believe. Always burn those first.

Yes, therefore you should use floating holidays before PTO if you have any left because you don't get paid for floating holidays if you leave.
