How many would be willing to pack up their lives, uproot their family, and move to another city/state/country if offered a promotion? How safe of a move would that be knowing that layoffs are never out of the question, even for those recently promoted? Would you consider it a risk worth taking?

Seems unlikely that anyone other than the very high ranking would even be asked to move anywhere.
If you are up there you are probably already a player.
Having said that, staying put probably will get you laid off too given time.
Only if the money is insane. Assume and expect you will be laid off in 6 months. Is the money high enough that after you get laid off you walk away laughing at how much they paid you? Having worked at DXC, and knowing how miserable I would be... I might do for quadruple my current salary. I could do anything for 6 months at that kind of crazy money.
