Given the large presence of technology staff in India and Northern Ireland, will there be upcoming layoffs in North America?

"We are a tech company"---funny. System still uses IE 11, yet pushed you to Edge, yet acknowledges the browsing experience is better on Chrome. Constantly cutting and pasting web shortcuts into different favorite bars to function. The Tableau reporting is awful as they say they've overloaded the servers. Tech company? Rookies and incompetent.

No way. The company is moving more towards being a tech company. Still a growth area while other parts of the company will shrink
