I agree some of people who don't know how to write e-mail promoted as a Sr Managers.
Nowadays there are never major company-wide actions. This is to cover Intel's own @$$ so they couldn't get sued. It's down to department-by-department bloodlettings, basically amount to constant silent farts to disguise the stink.
You will see much after the pandemic ends. On-line meeting communications will highlight poor communicators and inactive on-line meeting members, especially if English is not their first language.
They will be certainly laid off by the next year. Only native speakers will stay. Plus, we will develop natural artificial intelligence speech recognition systems, no foreign accent is allowed to develop them good.
However, mostly, we are smart peasants, who will or get laid off, but from time to time we will visit the board, because we care, others, certainly not smart people but know Intel politics very well and know, say, when to escape from a "trouble" group (potential target for elimination). They find another protection under another manager, weak intellectually, but politically strong having protection and coverage in high echelons of Intel power. You may always recognize them seeing how they move from room to room discussing the ways of how to maintain their presence at Intel for the sake of their own interests. They do not care of the peasants and think only about themselves.

No need for layoffs. Mass exodus left already. Just watch Linkedin everyday to see how many are bailing out. Only bottom feeders and retirees left behind.
And I'm definitely not complaining, just being curious.
