After quitting, can I roll the pension into IRA? The 401k rollover appears straight forward?

You can rollover the pension lump sum into a rollover IRA. You don’t have to rollover your 401k but you can if you want. You also have to option to continue with voya for the 401k.
If I resign from the company voluntarily after having completed 15+ years at the company but am not 55 years yet (so not eligible to retire) - will the company still let me take a lump sum of the pension right away? or is annuity the only option? i have heard different versions of what is possible. any one with experience?
You can roll the lump sum into the 401k easily. You can also roll it into an IRA with a little more paperwork, so long as you already have the IRA set up.
It’s a bit easier I think just to roll the pension into the 401k, and then once it’s all there do a single rollover from the 401k into an IRA / Roth IRA (if you have $$ in the Roth 401k).

Only can confirm that you can roll over 401k into IRA. If you need a self directed IRA, then you need to open an account outside of Voya and get their instructions. They will send a check payable to the new custodian.
