I’m sure BK didn’t consider this reverse incentive / unintended consequence of his decision to make this change, but bean counter Bob didn’t fix it either. So technically yes, we get more stock shares if the price is lower in April and less if its higher. Bizarro world.
Yes, more number of stocks is better (it's like buying the dip in the stock market vs. buying at the top)

It used to number of stocks then BK in his final year changed it to allocating money. In April , May the price of stock is always higher for one reason or another
So, instead of just giving you, say, 10 stocks, no matter the price, you are given stocks worth 100 dollars, so if the price is 50, you are actually given 2 stocks, or if the price is 25, you got 4 stocks. And you are stuck with 2 or 4, and you prefer lower price to get more than 4 stocks from the 100 dollars. Is this what OP complained about?
