I was told this by a colleague who literally tries to get away with doing the bare minimum. I don’t know if I admire him for playing the system or if I am annoyed by the fact that he actually gets away with it. I don’t know if it’s my conscious that is not allowing me to game the system the way he does or if it’s because I’m afraid I may get caught.

You're absolutely right though. If you try to go above and beyond for members or providers you would be flagged and looked down on by leadership and those coworkers getting away with cheating the system. They just want good numbers I'm very sad to say it because I was one that even encouraged callers to apply to this awesome company, however I saw for myself how they laid off employees that had fmla, had seniority over even the general manager and even employees that had just found out they were pregnant while promoting mediocre employees who just got on their good side and kept the right numbers. It's a shame, maybe Michael Niedorf is the only one who cares about people but he has no idea what his leadership is doing...
If you have any personal morals, it is never ok to "game the system". While your co-worker may get away with this for now, it will eventually catch up with them. Always do your best, even under the worst of circumstances. it's a rule for life, not just your job.
