If I get it right, Upstream Technical (UTS) on Imperial’s Upstream is a cloned copy of Downstream’s ESC. So, if Imperial is ki----g ESC, how come they are not touching the UTS? Does anyone know the justification? Any idea why?

I think it’s just a matter of time. There is no future in this company whether it’s upstream or downstream
Possibly the above reference on the programs of work not yet fully hitting upstream, the other thing is downstream is heavily influenced by U.S. as downstream reporting functions for one are mostly XOM mgmt. in Canada + they have heavy functional reporting to the U.S. with limited DS VP's in Canada.
If you go to a DS site in Canada a large portion of leadership team is americans where-as the upstream assets are predominantly Canadian
All these programs: TMTS, HW3 etc have upstream equivalents running in tandem silos. It's just luck of the draw with how your organization's study turns out. We weren't so lucky but not upstream's fault.
