Thread regarding Allstate Corp. layoffs

Little by little all call centers are leaning the country . With the current unemployment rate , why does the government allow these companies like banks , insurance companies , cable companies , etc , to layoff Americans in their call centers only to send millions of jobs to India and Phillipines ? The government then has to pay the unemployment . They should just regulate the companies and make them hire in the country they are doing business in . Any company that does this is corrupt and that especially applies to Allstate
