They have an option to “lay off weather”, but the superintendent has to approve which he rarely does. They didn’t even approve it during Hurricane Harvey when the yards got flooded and they had to evacuate everyone. Well they approved it after that happened when they looked stupid. But yeah usually you just have to use common sense and protect yourself and lay off when conditions are unsafe because UP won’t protect anyone but the shareholders.
