Have any of the former employees tried applying for any of the opening at Oracle right now? I'm still in touch with a former coworker who was laid off three years ago. He has recently lost his replacement job and has tried applying for a few openings at Oracle since they're right up his alley but he received no response. And I mean none whatsoever, not even a "thanks, but no thanks email." Is this normal or does it have something to do with him being a former employee?

Could be layoffs are coming around and they are not responding to anyone?
One fact is still true these days. Get someone to refer you specifically. Get a current employee to hand your resume to the hiring manager.
This. Referrals are still your best bet. and possibly your only bet.

That’s the only way I’ve made into large employers with ATS systems. Oracle’s ATS is of course as user unfriendly as the company and its products.
Speaking from experience, I was laid off a few years ago and then rehired in a different LOB after a year of being unemployed. I knew people in the group that had the opening and they knew me from my former role. I applied through normal channels, I was interviewed and I received the offer. It wasn't until they started the hiring process that we found out my resume had not made it through the Oracle gatekeeper. I'm assuming that, like all large companies, Oracle has software doing the first swag through applications. I had my resume formatted to be readable by gatekeeper software and it still hit the slush pile. My recommendation to this former employee is to have his resume formatted for electronic gatekeepers by someone knowledgeable (I was a DIY'er) and if he can, find out and get in touch with someone who can reach out to the group he's applying for. Tell him good luck for me please.
