I don’t understand why they hired so many new hires in 2020. Wouldn’t it have made sense to hold off...

We have an entire HR group that needs to justify their existence by recruiting and hiring. It’s all about the optics.
There will always be hiring, and there will always be firing. Just the way it works. Envision a room of limited size. A new, lower cost person gets jammed into the room through the door on one side, and an experienced, more costly person gets pushed out the other door.
We do this every time. You answered your own question, it would have made sense. It’s not who we are.
