Anyone know what Cobra rates are. I'm single and have the cheapest plan with hsa. What is all available?

Be careful of signing up for the ACA. A fact that really isn't publicized is that you cannot really travel outside of your immediate area and still have coverage. Majority of ACA plans only provide coverage in your chosen city/location. You may get emergency only coverage but it ends rather quickly....i.e. you are in a city outside your home and get in a car accident.....you may have a small amount of coverage in the emergency room but none if you are admitted to the hospital. So, the ACA is not really universal coverage.

I found COBRA was better than than the ACA plans.

I assume u r in the USA? Did u check ACA/Obama care? If u r not working,you may qualify for a free insurance which you should compare with COBRA? Hard to advise you since I don't know ur age, medical history. The navigators at ACA can help you.
