When is the PIP typically paid out?

Why are manufacturing staff, who do have targets to comply with, not have the same type of bonus that office seat botherers enjoy? For a company, so keen on removing discrimination, this seems to be a glaring example of a group of people being discriminated against. There is also the question of 'back pay' for lost bonuses. I believe staff at Walmart, in the UK, have just won a similar fair pay claim.
Can't believe these people are getting bonuses and get to stay home. While manufacturing has to keep coming to work and get nothing. I thought the company has a 11billion dollar loss. That's ok, I hear something is coming like a walk out.
