My understanding was that temps usually get converted within 2 years if they do a good job. I know a few who got converted in a year but a lot more who have been temps for years and years. How do I fight for a full time offer even tho management says there are no headcounts available this year?

It really depends on your group/ dept. it took me a little over a year to get converted to FTE. I was reliable, easy to work with and showed a willingness to grow professionally. Playing the office politics or just not being an as----e can go a long way.
probably have a decision to make that you won’t like. But, before you quit..
Never underestimate the power of human selfishness and laziness in publicly-traded companies. You probably do a task that frees them up to work on things more enjoyable. You might be easy to replace (acquire and train) like the office clerks. They will use you for the state mandated two years then bring in someone else. They owe you a paycheck for hours worked. Good bye.
I have successfully converted to permanent after giving two week warning twice since the 90’s but not at Qualcomm. In this case, I had to resign.
If your group doesn’t want you to leave, they will bring you direct.
If you want to join a better group, that may be difficult if your current group blocks the transfer to keep from having to train someone else.
I quit in 2006, To get a similar job in San Diego, I needed to lie about my time at Qualcomm... a lot..
Months later, an important group in WT got stuck and needed me to come back. I stupidly said yes. A year later, they ran out of work. Laid off. Ok, San Diego was a mistake.
