I started with Centene only 4 months ago and I'm blown away by the uncaring culture. I can't believe "they can't be certain" we won't be cut down the road, as I was told in a recent meeting. Anyway, I'm out. I was just recruited by a small local healthplan and offered a job. Do they pay you out for vacation time if you quit? I already forfeited 30 hours last year because I was expected to work 10 hours a day and never take PTO due to the demanding workload.

No PTO in FL but it s—s that we need a state law to force companies to pay.
Doubt they will pay you out for vacation/ PTO if you leave–that's standard. Take the vacation now. Four months at Centene is a blip on your resume and is explainable due to the layoffs and reorgs.
But before you leave for that new job, is your job offer with the small health plan a bonafide offer? Your acceptance and the offer is contingent on many factors. You should have a written offer in hand, a confirmed start date, and all your benefits / pay stated in writing. Verbal is worthless!!
Also you need to go through the reference and background checks to have a bonafide offer. In writing (email is OK) with a start date. They should then be sending you onboarding materials.
MAKE SURE YOU HAVE A BONAFIDE OFFER BEFORE YOU GIVE NOTICE.
PTO payout depends on the state where you are. In California it is paid out in full.
They dont pay you for your time off if you are laid off
They will not pay it out. USE it if you can.
