We were told last year that the HLK marketing move would start Jan 1. What can people at the state plans expect to happen soon?

Nothing! The support that you get will actually be less than what state plans have received in the past. HLK is simply a vehicle for cheap execution. Any marketing requests/support will need to go through a formal intake process and then it will be moved to KR's ineptly led "Marketing" department where it will be processed.
