A friend was recently laid off from a different company and he was enraged because he found the one week per year severance to be insulting. I have to say, I agree with him. At least Centene offers a decent severance package (if things haven't changed recently.) I am curious now, what does everybody consider to be a fair package?

Depends on how long you’ve been with WellCare. I was there a decade and got 5 months severance which I gladly took and ran like hell as if a building were on fire.
Generally 1 month of pay for every complete year of service. Sometimes they’ll cover Cobra for your benefits for a few months. They may also pay our unused vacation time and also provide a prorated bonus.
Considering in most cases, companies don't have to provide much of anything, except for what they set forth in policy, and the climate of corporate America today, the fact that they provide any type of severance packages at all is a plus. When provided to the basic (non-executive) workers, I believe it is more of a public relations move than anything, and if there comes a time when there is no perceived corporate benefit from providing severance packages, you know they will be written out of policy.
