My manager asked me to take the rest of the day off using my PTO. Doesn't look good.

There's no protection from a layoff. As soon as you return the layoff will happen.
Legally he cannot do that. Violation of policy. You do not use the time. Must provide in writing unless he is trying to protect you from lay off if u you have no work to do.
