Got an email from Allstate that they signed me up for LinkedIn learning. Is this a company wide thing or was this targeted for specific employees for an impending layoff?

1) I'll say again, OP has every reason to be paranoid
2) Some people focus on getting their work done, not tracking every whim and distraction that management latches on to
LinkedIn learning is for all employees. They rolled that out WELL before the layoffs were even announced. They are completely unrelated, don't be silly.
Shot’s free through most libraries. Not much of a benefit.
LinkedIn Learning is a new company wide benefit. The emails went to all employees.

It looks to me like "LinkedIn learning" is one of those things that someone senior latched on to, so all the lifers are pushing it in order to s— up. Like "Energy for Life".
Probably a rhetorical question, but is your manager or theirs a s— up?
